Cathleen Watkins

Cathleen Watkins has worked as a legal investigator for 20 years. Her experience includes workplace investigations into allegations of sexual harassment, discrimination, and retaliation; campus investigations of sexual harassment and sexual assault involving both students and faculty; investigations of fraud, misuse of public funds, and whistle-blower complaints; and investigations of environmental violations. Watkins has supervised the work of other investigators and managed several large-scale investigative projects, including PII’s work monitoring the treatment of disabled inmates in Orange County jails. Together with Keith Rohman, she developed “The Truth Matters”® training, a program for in-house investigators working in both the public and private sectors on workplace complaints. She has participated in annual specialized training on Title IX investigations, and has developed and presented such training to  both campus Title IX staff and external investigators.

Watkins has a bachelor’s degree in journalism from the University of Southern California. She is licensed as a private investigator in California.
